"We'd love to but the budget for this cycle is locked."

"I hear that. Two paths: we agree on the number now and it lands at the next cycle in writing today, or we look at non-cash levers — title, a 4-day week, equity refresh, a development budget — that get me to the same total comp without touching this year's cash plan."

State your evidence-backed ask, then pause.

State the number clearly and give your manager room to respond. A short pause keeps you from negotiating against yourself before you hear their reaction.
